If the URL of the page is the phrase war_of_1812 with an underscore, instead of separation, we consider war_of_1812 phrase as a whole. This is a common phrase that is searchable by request war_of_1812.
It looks a little strange. Why Google is doing it this way?
At a time when just starting our search, the search engine AltaVista was already popular. We were a small company. And all of us were impressed technologies. We had a lot of programmers. We wanted to use our search engine user to find exactly the information they are looking for, such as the definition. It was important was an exact match query.

In the near future we will stick to the old scheme for underscores and dashes as a separator.
